As auxiliaries to the public authorities in the humanitarian field, National Red Cross and Red Crescent Societies have a special responsibility to support their authorities to develop policy approaches that protect vulnerable persons, particularly from disasters, crises and emergencies. The IFRC serves as their representative in global and regional policy fora, where it works together closely with the ICRC. We refer to our work in this area as humanitarian diplomacy.
