This study analyses Madagascar’s current legal, institutional and policy frameworks for addressing the regulatory issues related to receiving international humanitarian assistance in case of mid to large-scale disaster. Using as a reference the IDRL Guidelines developed by the IFRC, the study was based on an integrated research process combining desk research with key stakeholders interviews and consultations. Based on the findings, the study proposes recommendations on how to strengthen legal preparedness in this country.
